Plebs follows three desperate young men from the suburbs...。1970年代后期，长江某客轮。一批电影厂演员的到来，扰乱了“朝云”号客轮的平静。正在恋爱中的吴素琴（高英 饰）通过接触发现了杨英（吴海燕 饰）、张恋水（何麟 饰）之间一段鲜为人知的故事。十几年前，杨、张二人同在运河学校学习，久而久之，张对杨产生感情，欲吐又止。因为杨英心中藏着一个不为人知的密秘，那就是哥哥杨明（丁嘉元 饰）。张恋水不知内情，当见到杨明来看望妹妹时，他向杨明倾吐了对杨英的爱慕之意。但杨明的道白却大出张恋水意料之外，原来杨明与杨英并不是真正的兄妹，杨英幼年时家中遇难，是杨明的父亲（申怀琪 饰）救了年仅两岁的杨英，从此相依为命，成年后，杨英深爱上杨明。不久后，杨明在一次搬移航标灯时不幸殉难，杨英陷入悲苦之中......。
