A stranger appears and a trio i...。烧锅屯的村民连续十年拖欠国家税款，而且拒绝干部进村，村民在村头挂了一口钟，每当上级派干部来，钟声便响起，村民闻声而动，阻拦干部进村…… 此事被新闻媒体披露，引起了普遍关注。为了彻底解决烧锅屯的问题，县委抽调组织部副部长杨天虹任队长，带领一支“三个代表”思想学习教育工作队再次进驻烧锅屯。 杨天虹带着队员克服重重阻力迎难而上，忍辱负重，深入群众，为村民办实事，先后解决了集资款、土地、儿童失学等问题，最终促成老党员“贺铁腿”转变，教育了“二老道”、“赵铁嘴”等落后农民，赢得了民心，使烧锅屯终于改变了落后的面貌……。
